Shopify: Automate order delay customer notifications

The scope of work is to automate the order delay notifications to customer when they place an order.

I have added a metafield in Shopify to orders where the processor can add the order's Estimated Ship Date. If the order contains items tagged with "multi-fab" "systems" or "aftermarket" and does not contain an item with a tag of "special" - then - based on the Estimated Ship Date, the customer wil
l be notified if this date is beyond 4 days from the order date and will have an option in the notification to cancel the order.

I am using the Advanced plan on Shopify. I understand that apps may be used and Flow or Mechanic can be used to automate this. I prefer to not use apps, but understand their place.

The app that was being tried was "Codify Order Cancel" however it always displays a cancel button on the order and only blocks the cancel if the order tag "coc:exclude" is removed. The cancel button should not be displayed ever unless the order IS tagged with a tag like "allow-cancel". The scope is to create the work flow and get it set up so the customer can cancel their order if there is a delay based on this criteria.
